Scope

Improve the efficiency and quality of project and facility management, operations processes and regulatory interfaces. This is accomplished through standardization of work process and information flows, interoperability of software tools, and knowledgeable staff working together in a collaborative environment. This results in an enhancement of project and facility management and operation communication, reduction of schedule and improvement of the quality of deliverables; additionally, this improves interface between public and private sector throughout the life cycle of the building on regulatory issues.

Vision

An integrated, collaborative and automated project facility management, control and regulatory environment that provides a complete end-to-end project management coordination and control capability that is well connected with both upstream and downstream project processes. The automated project and facility management and control system of the future will dramatically reduce the time and cost in moving through construction and operation functions and will enable seamless integration of disparate project teams. Streamlined regulatory processes will reduce construction costs and facilitate disaster resiliency in the built environment.

Goals

The goal of this element of the Roadmap is to identify and pursue the data models, business processes

and functions required to advance the development of a fully integrated facility planning and management system that can be seen as the real-time system across the design, construction and facility life cycle. It is critical that this system can be adopted throughout the capital projects and facilities industry. The goal also includes identifying and reducing, or eliminating, regulatory barriers to effective and efficient building design, construction, operation and maintenance and construction code enforcement through the use of interoperable information technology and other streamlining processes.

Specific objectives include:

  • Define the business processes involved in the project and facility life cycle.
  • Develop requirements for tools necessary to support the business processes.
  • Evaluate tools identified in the marketplace and develop additional tools as required.
  • Develop and document best practices (including validation).
  • Create open standards as required for the data model and for business processes and best practices.
  • Identify areas in need of regulatory streamlining that have biggest time delay and cost impact on the building design and construction process.
  • Develop collaborative public/private sector efforts to provide regulatory streamlining tools and interoperable data throughout the building regulatory and building life cycle processes.
  • Prove and release for national deployment data rulesets for all construction codes that enable BIM data to move through the building regulatory process.
