This project identified and evaluated commercially available decision-modeling products that were capable of analyzing the particular complex nature of facilities and the interrelated variables. This was the first step in a cost benefit analysis to determine whether purchasing an existing tool was preferred over researching and developing a new tool. The Element 1: Scenario-based Project Planning tactical plan of the Capital Projects Technology Roadmap lists some of those variables. The other objective of the project was to evaluate and decide if commercially-available models are adequate to meet our objectives, or if additional development of decision models for this type of situation is needed. Software Tool Functional Specifications Evaluation Form - This form was used as a screening tool to enable the SbPP team to evaluate existing software products or technologies for possible applicability to the SbPP. It provides both a sommon understanding of how the software tool should function as well as a common set of criteria for evaluating the potential technologies. The use of this tool is expected to change over time and is intended to cover modeling and evaluation of alternative approaches to the capital project for selection of the best alternative for the enterprise and the evolution from a selection tool to a specific model of the project for execution of the project. This will require the ability to capture the dynamic nature of the project as it changes over time.
