The theme of the 2009 Infrastructure Systems Conference (ISC) is "Building National Technical Competency." The ability to design and manage the production of technical engineering designs and engineering services, and to manage the production of small and large scale construction in a professional, timely and cost-effective manner is the essence of this competency. The 2009 ISC is one of many activities that continue the USACE tradition as a learning organization to ensure that the Corps is prepared to meet the current and future engineering and construction needs of the nation.
