In order to make informed business decisions, owner organizations require metric driven models to evaluate multiple options for their capital plans and capital delivery projects, before committing significant resources. And in turn have metric driven goals to measure performance of completed capital delivery projects, assess impact of change in criteria or constraints, and determine success.
Further, it is imperative that the metric determined requirements for any capital project can seamlessly transfer further along the project delivery life-cycle to design, procurement, etc. to facilitate integrated project delivery that reflects back upon initial capital project planning and business requirements.
